As a result of an investigation led by the US Department of Commerce into the impact of aluminum and steel imports on national security, President Trump has signed a proclamation to apply safeguard tariffs to products of aluminum and steel under Section 232 of the Trade Expansion Act of 1962. Products entered or withdrawn for consumption on or after 12:01 a.m. March 23, 2018, will carry 10% tariff for aluminum and 25% tariff for steel. These charges are in addition to the existing duty rates for the following impacted products.
Aluminum Articles classified under the HTSUS headings (4 -6 Digit Level):
7601 - Unwrought aluminum
7604 - Aluminum bars, rods and profiles
7605 - Aluminum wire
7606 and 7607 - Aluminum plate, sheet, strip and foil (flat rolled products)
7616.99.5160 and 7616.99.5170 - Aluminum castings and forgings
Steel Articles classified under the HTSUS subheadings:
7206.10 through 7216.50
7216.99 through 7301.10
7302.40 through 7302.90
7304.10 through 7306.90
According to comments made by President Trump during a press conference last Thursday, Canada and Mexico have been excluded from these tariffs pending a successful conclusion of the NAFTA renegotiation. The Secretary of Commerce has been directed to publish instructions by which other nations may petition for exemption by March 18, 2018. These instructions are to provide for U.S companies to apply for exemptions for specific exporters as well. OEC Group will update this issue as and when additional exclusions are established.
